Eligible Loan Applicants. The following are eligible borrowers under the Program: Nonprofit organizations; Local jurisdictions; Business entities; and Individuals. Eligible Transfer Applicants. To be eligible for a transfer, an applicant shall be a qualified cooperating nonprofit organization. To be eligible for a loan or transfer under the Program, nonprofit organizations and business entities shall be in good standing, registered or qualified to do business in Maryland, and shall also have the legal capacity and all necessary legal authority to incur the obligations involved in the loans and transfers provided under the Program.
