In this subtitle, the following terms have the meanings indicated. Terms Defined. “Bureau” means the Federal Bureau of Prisons. “Correctional Services” means the Department of Public Safety and Correctional Services. “Department” means the Maryland Department of Planning. “Federal correctional facility” means a correctional facility that is located within Maryland and operated by the Bureau. “Geocode” means the process of establishing geographical coordinates from a postal address. Incarcerated Individual. “Incarcerated individual” means an individual who is actually or constructively detained in a State correctional facility or a federal correctional facility on the date of the decennial census. “Incarcerated individual” does not include an individual: Who is detained in a local correctional facility; or Whose last known residence is not within the State of Maryland. “Last known residence” means the domicile of an incarcerated individual immediately prior to the incarceration. State Correctional Facility. “State correctional facility” means a correctional facility that is operated by the State. “State correctional facility” includes the: Baltimore City Detention Center; and Patuxent Institution. “State correctional facility” does not include: The centralized booking facility in Baltimore City that is operated by the Division of Pretrial Detention and Services in Correctional Services; or A local correctional facility as defined in Correctional Services Article, §1-101, Annotated Code of Maryland.
