To obtain a retailer license, a person shall electronically submit to the Agency: A completed application on a form required by the Director; and Any other information and documentation required by the Director. The Director shall consider: The financial responsibility and security of the applicant and the applicant's business or activity; The ownership interests of the applicant; The honesty and integrity of the applicant; The accessibility of the applicant's place of business or activity to the public; The suitability of the applicant's business for the sale of lottery tickets; The applicant’s compliance with State and local business and taxation requirements; The sufficiency of existing licenses to serve the public convenience; The volume of the applicants expected total sales; The accuracy of the information supplied in the application for a lottery retailer’s license; The status or enforcement actions taken on any licenses related to the applicant’s business; and Any other relevant information.
