An applicant for an operation license shall submit an application in the form and format established by the Location Commission. The Commission shall receive an application for an operation license from the Location Commission. The Commission shall review an application to determine whether the applicant is qualified to hold an operation license. Upon making a determination as to an applicant's qualifications to hold an operation license, the Commission shall notify the Location Commission.
