Financial assistance under this subtitle is:
(1)
subject to the provisions of Title 20 of the State Government Article concerning discrimination and unlawful practices; and
(2)
not subject to Title 17, Subtitle 1 of the State Finance and Procurement Article (Security for construction projects).
